Is Photoshop or Paint Shop Pro for the best photography and graphic design / web?

I am a photographer and graphic designer begins, and I to decide between buying Photoshop or Paint Shop Pro. No blog / web design and would also like to try my hand at creating digital scrapbooking kits, vector graphics and others too. Besides that, I would like to edit my photos. What would you recommend?
