Where can I get a decent FREE and Open Source DB software that works with MySQL and is decent in security? I say software because I would like to know if there is some out there that’ll help in creating/building/designing a DB for multiple web users … oh and is fairly easy to understand or learn …

sqlyog has a free version of database management software for mysql.
