What language of communication does Yahoo 360 web page use for RSS feeds and additions to blogs?

I am wanting to take a course in web page design for web page at Yahoo 360. I know it is a templete package. What I don’t know is what can be used—windows, java to communicate with the various feeds and sites out in cyberspace, to help me custom design my web page. Can you explain it to me. I am a beginner.

rss feeds are simple xml files similar to web pages.

they require no java, no programming to get the files. to show them you need to format them. each different rss reading program does it differently.
